He became Minister of Foreign Trade from 1987 to 1988 and then Minister of Agriculture from 1988 to 1990 before appropriate the youngest President of a Central American state in 1994. The Costa Rican constitution required, at that time, that a President could merely serve one term. This was rectified in 2003 to grant candidates to quest re-election after two explicit terms had elapsed. <br />It was during his time as President that he adult a enthusiasm for sustainable development and he pioneered a peerless strategy that combined macroeconomic indicators with people development and novel environmental policies.
